Background
WHO’s Health Emergencies Programme coordinates global epidemic surveillance through the Epidemic Intelligence from Open Sources (EIOS) network. The organization needed structured training on the Signal App — a proprietary platform for detecting, managing, and verifying public health signals from open sources worldwide.

The challenge
Training on the Signal App was informal and inconsistent. Surveillance teams, national focal points, and Ministry of Health partners learned through observation or ad hoc walkthroughs — and the experience varied by region. With the platform central to WHO’s early warning system, inconsistent proficiency was a direct risk to response speed.

Our approach
We took WHO’s SME-provided surveillance content — workflow diagrams, platform screenshots, and signal management protocols — and built a fully interactive SCORM-compliant module. A guided character walks users through the complete signal management workflow — from how signals are detected through EIOS to how they’re documented, verified, and reviewed daily. At each stage, visual workflow breakdowns show users where their actions fit within the broader surveillance chain. An 80% mastery threshold verifies understanding before completion.
